Symposium on AFSPA

ITANAGAR, Apr 19: The Rajiv Gandhi University Teachers Association (RGUTA) and Rajiv Gandhi University Employee's Association (RGUEA) is jointly organizing a symposium on Armed Forces Special Powers Act, 1958 (AFSPA) and its extension to Arunachal Pradesh on April 21 from 9.30 am in the mini auditorium of the university (RGU), Doimukh.

The objective of the symposium is to generate understanding on the Act and draw opinions from various sections on the issue. It also aims to provide for a platform for these various opinions to come together to form a public opinion that could be instrumental in critically analyzing this Act and also to speculate on the future implications of this Act.

Besides eminent academicians, journalists, politicians and civil society members, Union Minister of State for Home Affairs Kiren Rijiju is expected to take part in the symposium where he will explain the reasons for implementation of AFSPA in the state. The outcomes of the symposium would become the document to be placed to Govt. of India later.

ACR condemns Army atrocity

ITANAGAR, Apr 19: While condemning the recent incident at Tarrasso, where three Arunachalee women were molested by army personnel, the Arunachal Citizen’s Rights (ACR) has demanded the concern authority to take adequate measures to stop such atrocity and safeguard the rights of innocent people.

Describing the incident shocking and unfortunate, the human rights group said that the Armed Force Special Power Act (AFSPA) was imposed to help administration tackle insurgency. But in the process innocent people are being harassed which is very unfortunate, said ACR in a press statement.

ACR hoped this kind of atrocity on public by army would not recur in future.

Union condemns assault on mother

ITANAGAR, Apr 19: All Sartang Students’ Union (ASSU) has strongly condemned the reported physical assault on mother of three children from Bomdila by some miscreants on April 16.

While condemning the inhumane act, the ASSU urged the West Kameng district administration to take strong action against those involved in the assault on the woman.

8th Nyishi Day celebrated

ITANAGAR, Apr 19: The 8th Nyishi Day was celebrated here at Nyikum Nyia Hall, Nyirubjolli.

The President, Nyishi Elite Society Bengia Tolum in his address reminded that this is not only to celebrate this auspicious day, but to acknowledge the great sacrifice and contributions of social activists late Nicham Sonam, Tadar Tang, Dera Natung, Techi Takar, Nyari Welly and others, towards the community and outlined the genesis of the Nyishi unification movement. He urged the members to be united and strong including the elected leaders. He vowed to vigorously pursue the Pan Arunachal approach strategy adopted in the Silver Jubilee Conference of Yazali in April 2013. The President also outlined the NES theme 2015-“Mould Youth character and mindset for ensuring their secured future.”

The social pioneers, the Presidents/Chairmen and General Secretaries of Nyishi community based social organizations- All Nyishi Students’ Union (ANSU), All Nyishi Youth Association (ANYA), Nyishi Nyem Acham (NNA), Central Nyokum Committee (CNC), Nyishi Service Engineers Forum (NSEF), Nyishi Agri-allied Extension Society (NAAEA) with their executive members, former Presidents and General Secretaries of Nyishi Elite Society, the senior and socially active members of the community enthusiastically took part in the programme. The Chief Co-ordinator of the programme, Bengia Amit while addressing the gathering said that “Nyishis have to work hard to rebuild our image. It is very sad that due to few black-sheeps, the image of our society is getting a sound beating in the eyes of other communities. We must remain vigilant; thwart the evil designs and destructive motives of some people. By virtue of being largest tribe of our state we have greater onus of building a strong, vibrant and self reliant Arunachal Pradesh”

The General Secretary, Tarh Tabin led obituary reference for Late P.R Kyndiah, who passed last month, the then union Minister of Tribal Affairs, who introduced the bill for change of nomenclature from derogatory Dafla to Nyishi.

In a major shift to the usual celebration programmes, a seminar on various issues of social importance was also conducted and a Nyishi poem recitation programme.

Later, certificates of proficiency with mementos were presented to the three toppers and three consolation awards for the essay writing competition conducted at Govt. College, Doimukh on 12th March 2015 on the theme.

The programme was interpolated by colourful cultural programme by the Nyishi Art & Culture Welfare Society (NA & CWS) led by its President, Shri Bengia Tabb and General Secretary, Neelam Pope.

Pakke Mini Hydel restored

ITANAGAR, Apr 19: Bringing much relief to denizens of Pakke-Kessang, the Pakke-Kessang Mini Hydel Sub-Station (1x30)KW has been restored recently. This was informed by the department source to this daily over telephone. The mini hydel had remained dysfunctional for last one year causing darkness in entire Pakke valley. However with the restoration of the mini hydel, the people are getting uninterrupted power supply, informed the department.

The mini hydel was inaugurated by then Chief Minister Mukut Mithi way back in January 2001 in presence of then local MLA late Dera Natung amidst roaring applause from the public for the electrification of the valley. Since then not much effort was put by the department concern for its maintenance. The 30 KW mini hydel hardly mitigates the power requirement of the consumers in the town, as the current requirement of Pakke-Kessang town according to the Power department sources is 150 to 200KW.

RGUSU concerned over financial alleged mismanagement

ITANAGAR, Apr 19: Taking serious note of the state government’s alleged financial mismanagement leading to common people to suffer, the Rajiv Gandhi University Students’ Union (RGUSU) has called upon the people of the state to rise to the occasion and voice against it.

Criticizing the state government for the current alleged financial crisis, the RGU students union in a release said that failing to produce utilization certificate indicates how funds are being siphoned off.

“While the government employees are not getting salaries on time the payment of contractors are blocked and GPF and NPS exploited,” the students union alleged.

Extending its whole-hearted support to the proposed April 20 rally by Arunachal Anti Corruption Sena, RGUSU appealed to all to join the protest rally and raise their voice against the alleged financial mismanagement.

Hunting, fishing banned at Korang area

PASIGHAT, Apr 19: Taking a serious note on rampant killing of wildlife and fishing in rivers of Korang area, the villagers Korang in East Siang district have imposed a ban on such illegal and destructive activities in their area.

The decision to impose ban on fishing other than conventional methods in Dobung river, hunting and collection of forest resources was taken in a Village Council meeting last month. The meeting chaired by Korang village Head Gaon Burah, Taken Pago further decided to impose penalty of Rs 30,000 on violator(s) of the ban order besides seizing his/her firearms or other weapons used for hunting.

It is reported that indiscriminate hunting and fishing besides collection of forest products are posing serious threat to natural beauty and ecosystem of the area.

Meanwhile, the village council of Korang has appealed to the district administration to check illegal hunting and fishing in their area. They sought cooperation from all sections of people in the district to protect wildlife and natural resources of Korang area.

ITANAGAR, Apr 19: District Congress Committee and Block Congress Committees of Kra Daadi District organized a rally to protest against Land Acquisition Bill of BJP Govt. and the election of manifesto of BJP during Delhi Assembly election.

4th Convocation of NERIST

NERIST can be the best human resources hub: Governor

ITANAGAR, Apr 19: The North Eastern Regional Institute of Science and Technology (NERIST) can play a pivotal role of a facilitator in providing students of the region with expertise thereby producing best human resources in the field of science and technology, said Governor of Arunachal Pradesh Lt. Gen (Retd.) Nirbhay Sharma.

It is a matter of great pride and satisfaction that the institute, despite limited resources, has been able to excel against all odds and challenges by producing skilled and trained human resources, the Governor said while addressing the 4th Convocation of NERIST today.

“I have seen NERIST growing and its students constantly setting new examples of excellence in numerous fields. They have competed and performed with the best talent pool drawn from some of the premier institutions of the country,” he said, adding that the journey shouldn’t stop here. They must not become complacent and content over what they have achieved over the years, he added.

Felicitating the students, who have been awarded with degrees, the Governor emphasised that NERIST must set newer targets, create new benchmarks and provide fresh examples of performance, innovation, and excellence.

The Governor said that NERIST has also become a centre of excellence to do substantive and focused research in areas of the regional concerns. Reiterating his concern for flora and fauna and need for developmental activities, the Governor said that along with conservation of flora and fauna the people want development. Development and environment protection can go hand in hand if the young scientists and members of faculty explore innovative ways to address this issue.

He also stressed on improving teacher-student relationship, which he opined is vital to upgrade the quality of education in the region.

BJP leaders to look into demand for repeal of AFSPA

ITANAGAR, Apr 19: The central BJP leaderships have assured a delegation of state BJP that they would take up with the central government the demand for repealing AFSPA from Arunachal Pradesh.

The assurance was given when a team of state BJP led by president Tai Tagak met several party leaders, including MoS for Home Affairs Kiren Rijiju in New Delhi in the last couple of days and apprised them of the people’s stiff opposition to extension of the Act in a state like Arunachal Pradesh where there is no any home grown insurgency groups.

Criticizing the state government for allegedly misleading public that AFSPA was enforced in the state by BJP Government, the party demanded the ruling Congress Government to make public the March 27, 2015 notification (as published in some local media) enforcing AFSPA in 12 districts of the state bordering Assam. “It was the State Congress Government who recommended for enforcement of AFSPA in Arunachal Pradesh on September 17, 1991 which was later extended up to 20 km inside the state from Assam boundary during the Congress-led UPA government at the Centre,” said the state BJP.

The state government has dragged BJP into controversy only to divert the attention of people from the alleged financial mismanagement issue as revealed by a former finance minister, alleged the party.

The BJP also demanded constitution of high level committee to probe into the whole gamut of the former Finance Minister’s revelation.

AAPSU to launch movement against AFSPA and APUAPA

ITANAGAR, Apr 19: The consultative meeting organized by All Arunachal Pradesh Students’ Union (AAPSU) on Armed Forces (Special Powers) Act (AFSPA), 1958 and Arunachal Pradesh Unlawful Activities (Prevention) Act (APUAPA), 2014 here today unanimously decided to constitute a Joint Coordination Committee (JCC) to carry forward the movement against AFSPA & APUAPA.

The JCC to be spearheaded by AAPSU will be comprised of presidents or leaders from various organizations, NGOs and prominent persons in the state.

The Committee will conduct state-wide awareness campaign on AFSPA and APUAPA which will be followed immediately by launching of mass democratic movement.

The meeting also decided to submit a memorandum to Govt. of Arunachal Pradesh and Union Home Minister, Govt. of India on issue of AFSPA and APUAPA by AAPSU. Although the meeting welcomed the assurance given by Union MoS Home to partially roll back AFSPA from Arunachal Pradesh, JCC in coordination with NESO will continue to campaign for total repeal of the Armed Forces Act from Arunachal Pradesh and all other North Eastern states where the Act is in force.

The meeting was chaired by AAPSU President Kamta Lapung and attended by human rights activist Babloo Loitongbam, NESO Secretary General Sinam Prakash, representatives from various organisations, political parties, NGOs, students, scholars etc.

ITANAGAR, Apr 19: As part of his entire India cycling tour with objective to create awareness on mental health including addicted people across India, Sachin Gaonkar, a cyclist reached Itanagar on Saturday. Sachin from Maharashtra started his journey on 7th January 2015 from Thane. He set off on a mission called Cycle Parikrama, exploring India on mental health issues.

So far the mental health activist has covered 15 states including all the Northeast states except Sikkim with 6700 kilometers. He reached Gohpur Assam this afternoon on his way to Sikkim. Gaonkar expedition will end at Thane on 15 August 2015 after circling north India touching Jammu and Kashmir, Rajasthan and Gujarat. He aspires to cover 25 states in India with 14000 kilometers in 223 days. Speaking to The Arunachal Times, Sachin disclosed that he covers 80 kilometers distance in a day on flat road and 40 to 50 kilometers in hilly areas.

Poi Sangken marks end of Sangken

ITANAGAR, Apr 19: With the end of popular Sangken Festival of Theravada Buddhist communities on April 16, Poi-Sangken was held here at Theravada Buddha Vihara Itanagar today.

Poi Sangken is a valedictory function organized after the successful conduct of 3 days Sangken and is decided by the Theravada members when to hold it in their respective places of worship on the last day of Sangken.

The joyous festivity of Sangken ends with shifting of images of beloved Buddha from makeshift temple to main monastery at a particular time and interval mentioned as per Sangken Cha which is the Astrological Sangken Calender of the Theravada Buddhist communities written in Tai Khampti Script. This year’s Sangken Cha in Tai Khampti script was prepared by Venerable Pingyasiha Mahathero, Chief Monk of Chongkham Buddha Vihara.

The Poi-Sangken in Itanagar was held in a grand manner. The Head Monk of Theravada Buddha Vihara Venerable Ratnadeepa along with Buddhist Scholar Aryadhamma chanted and offered prayer for good luck, happy life, peace, prosperity and good health for every living being. People from all walks of life participated in the Poi Sangken ceremony. The ceremony ended with arrangement of community feast for its members besides splashing and drenching each other with scented water.

Nocte film documenting traditional system screened

ITANAGAR, Apr 19: A Nocte documentary titled ‘Atei Awa Damaan Ko’ (following the footsteps of our ancestors) was screened today at Deomali Rangsom Hum today. DIPRO Denhang Bosai is the director, script writer and narrator of the documentary.

Namsang MLA Wangki Lowang who attended the screening lauded the theme of the film and hoped that the young Noctes would be inspired to value the value of their age-old traditional systems. He said that such documentary would be useful for the research scholars in future and urged the youth to take a keen interest in documenting the facets of Nocte life. He lamented that many invaluable folk arts were truly things of the past thanks to onslaught of more dominant cultures from outside. The MLA appreciated the filmmaker Denhang Bosai for his untiring effort in showcasing the rich Nocte culture and traditions to the outside world.

Bosai disclosed that it was a humble effort on his part to document some of the fast vanishing precious Nocte folk arts for the coming generations. He thanked the cast and crew who worked really hard to make the film happen. The film would be uploaded soon on Youtube, added Bosai.

The show was attended by former minister and an authority on Nocte traditional system Wangpha Lowang, Principal and Professors from WRG College, Deomali, PRI leaders and public. The documentary received a resounding response from the viewers. The documentary was first screened at Khonsa on 8th April.

Noted social worker Nyong Panyang passes away

ITANAGAR, Apr 19: Renowned social worker and father of Nanni Dai, Editor of Echo of Arunachal, Nyong Panyang died aged 88 years at his native village Ngorlung after a prolonged illness yesterday.

He is survived by his wife, four sons, five daughters and many grandchildren.

He was born to late Alum Panyang and late Oyam Panyang at Pongging village in Upper Siang district in 1927.

Panyang also worked with PL James, then APO of Pasighat during 1950s and pioneered in raising various commercial crops in Siang belt, and recognizing his contribution toward forestation, the Department of Forest & Environment also rewarded him during 1984-85.

After voluntarily retirement from his service life, he was nominated as GPM of Ngorlung village in 1961 and elected as ASM in 1992-93. He was also the founding president of Donyi Polo Vidya Niketan, Ngorlung and was holding the post of chief adviser at the time of his last breath. He also served in various capacities for the organizations like RSS, VHP and AVP.

Last rites of late Panyang was performed today at Ngorlung village in presence of host of villagers’, family members and well-wishers’ like former CM Gegong Apang, Arunachal Pradesh State Information Commission member Nanom Jamoh, former minister Tobar Jamoh and representatives from RSS.

While attending the final rite, former CM Gegong Apang recalled the contribution made by late Panyang in the capacity of social worker and panchayat leader and expressed grief for losing a good friend.

Politics over Taraso incident

A lot has been said and written about armed forces special power act (AFSPA) in the last few days. Ever since government of India decided to extend AFSPA to 12 districts of Arunachal, a heated debate broke out over it. Even though few Arunachalees especially the rich and elite section supported the move of home ministry, majority of Arunachalees bitterly opposed it. The opposition was so intense that it forced government of India to back off. During his recent visit to state MoS Home Kiren Rijiju declared that centre has decided to roll back the decision to extend AFSPA to 12 districts of state and will maintain earlier decision of limiting it to within 20km from Assam boundary.

In the meanwhile, Indian army allegedly molested three women on April 6 at Jullang village in Lower Taraso under Papum Pare district. However to the horror of victim, MoS Home Kiren Rijiju who is also Member of Parliament from western parliamentary constituency termed the report published in local dailies about incident as “drama of false accusation against Army” in the social networking site. Diligently he tried to tarnish image of journalists and media by trying to portray Taraso incident report as ‘false’ one. His action shows his insensitivity towards his own people. Also few local media houses were busy trying to pull down each other’s image using Taraso incident. But the truth prevailed as initial investigations by the state police have confirmed the involvement of the Indian Army in the case. People of Arunachal should not play politics over such sensitive issue of the molestation of womenfolk. There is always time for politics but one should refrain from politicizing an issue which concerns safety and security of the women.

The politics over the land acquisition bill

Dear Editor,

Through your esteemed daily, I wish to express my views on the recent Land Acquisition Bill of the government of India. Definitely, it is fact that the post- liberalization economic milieu in India has resulted in a ravenous appetite for land to meet the demands for the industrialization, infrastructure building, urban expansion and resource extraction. But this strong appetite should not compromise right to livelihood of the poor which is one the fundamental rights of the Citizens of India. The country has already been witnessed numbers of social conflicts like Singur, Nandigram, Kalinganagar and the other over land acquisition.

Land acquisition in India refers to the process of land acquisition by the central or state government of India for various infrastructures and economic growth initiatives.

The Colonial era of Land Acquisition Act of 1894 was replaced by the Right to Fair Compensation and Transparency in Land Acquisition Act, 2013.which came into force from 1 January 2014.

Recently, The National Democratic Government has introduced its own terms of Land Acquisition bill which was greeted with bitter criticisms from the opposition parties and several NGOs. Its own party ally in Centre, Maharashtra Shiv Sena also boycotted NDA meeting on land acquisition bill. Anna Hazare, the prominent social activist and Gandhian termed it as 'draconian law'.

The proposed land acquisition Bill of NDA government explicitly indicates that the corporate bodies have a big say in Modi's so-called 'minimum government and maximum governance' and it seems as 'Corporatocracy' which is termed as 'Power Elite' by C.Wright Mill.

The corporate bodies are highly active and influencing every major policy and programme of the government. In the context of the proposed bill, major bone of contentions are as under: it removes consent clause for acquiring land for five areas-industrial corridors, public private partnership projects, rural infrastructure, affordable housing and defense. Secondly, the word 'private company' replaced with 'private entity'; a private entity is an entity other than a government; it could include a proprietorship, nonprofit organization, or other entity under any other law. Thirdly, the bill also exempts from procedural safeguards like social impact assessment and other monitoring activities. Fourthly, the Act is silent about the compensation to landless labour, forest land cultivators, forest produce labors etc. The last major flaw is that an offence committed by government official during the land acquisition process, will be prosecuted with prior sanction of the government.

In order to sustain the economic growth story, development projects are the need of the hour. However, the acquisition for development projects must ensure that the fruits of development are shared equitably by diverse sections of the society. The government is being alleged that instead of keeping its promises, rather, it is playing rubber stamp of corporate houses. To be fair, BJP should remember that they lost 2004 general election for its anti-farmer approach in spite of 'India Shining'. This history will repeat if it fails to address the grievances of the common interest of the Common people. It makes a noteworthy point, what Jeremy Bentham says "Public policy should be in the principle of greatest happiness of the greatest number".

Good performances by a single school

Dear Editor,

It is learnt from a reliable source that the Govt. Hr. Sec. School Basar, West Siang have secured the most Top-Ten Ranks in the Arun Board Class XI examination 2014-15 at the district level.

It would be good to praise and encourage these students by organizing felicitation program which will be beneficial not only for these students but also for others students.

So the students union, NGOs, PRI members, concerned head of the institution and well wishers of Basar area are requested to initiate an encouraging step for these students so that these students excel in future and glorify the Govt. Hr. Sec. School Basar in CBSE board examination 2015-16.

Opium versus cigarette

Dear Editor,

Through your esteemed daily, I would like to say few words regarding The Arunachal Times headlines 'Police fire in air to disperse irate opium cultivators'. I appreciate those police personnel for carrying out a drive to destroy poppy cultivation at Chaklagam circle under Anjaw district.

Well, any tobacco, drugs, opium, kani, ganja are injurious to health and Govt. is strictly fighting against illicit practices. There are many NGOs also working trying their level best to stop such ill practices.

Now my question is that if Police, NGO organization and govt. can destroy the poppy cultivation of the jungle which is away from the village, town and cities but why they can't destroy the cigarette being sold openly in market as it is harmful to the smokers as well those near them. The practice of smoking is increasing day by day and most of the victims are school going children.

I'm not encouraging the opium cultivation but some parents are dependent on opium cultivation as their source of income. With money earned from selling opium, they send their Children to school and even run

their families also. Opium cultivation is one kind of business for them so the govt. should take proper alternatives measures for them before destroying their poppy cultivation.

If they really want to stop drug addiction, then they should first stop the selling of cigarette in market places and destroy their factories and then they should destroy opium cultivations.

Lastly, I would like to "say no to Smoking".

Dark side of PPEMs and AMRs

Dear Editor,

We all know how indispensable electricity in today's life is. Life literally comes to standstill without it. From hand gadgets to kitchen appliances, nothing's going to work for you without electricity. Given the horrible water supply in the capital complex, people depend heavily on the motor pumps to meet their daily need. And you can further imagine how it would be without water. You've got important works to attend to; children have got exams and what not. We could readily conclude that, today, without electricity we don't get the time and space to perform our duties.

Our latest experience with the Pre-Paid Energy Meter (PPEM) and Automated Remote Metering (AMR) vindicates the popular public outcry against it. "You never know until it happens to you." On the holiday of Rongali Bihu, the power supply disconnects abruptly during the broad daylight for the obvious reason of balance finishing off. We tried every possible means to get the system recharged but to no avail. The whole building without a respite reeled under scorching sunlight and utter darkness till the next day until the recharge counter reopened. During the night, the distant high mast lamp seemed only the solace in the vicinity much like the Bilbar's khichdi.

We raise this issue with a credential of being one of the sincere customers for the last 15 years of our stay in the capital who have been paying their bills regularly without fail or delay. We switched to PPEM and AMR on the assurance of better service delivery and as an encouragement from our side towards the technological shift. It is a welcome step to curb the power pilferage and non-payment of electricity bills. But frankly, the overall experience with the PPEM and AMR has been distasteful. The above mentioned worst experience has compelled us to pen our concern through your esteem daily.

Firstly, rather than being economical it has been a burden on consumers. Rapid finishing off of recharge amounts clearly indicates zeroing anomaly in the system or the unit counter set so fast that the rate of consumption shortens the stipulated days it should have lasted. The amount that we paid as monthly bill earlier lasts only half a month or maximum 20 days now for the same usage pattern.

Secondly, there is a talk of 'Grace Period', wherein, the customers are supposed to get some time even after the zero balance so that the recharge could be done by that time. Well, honestly, we didn't receive that period. Grace period must be provided during the holidays in particular as customers could always recharge on working days.

Thirdly, the power department promised to facilitate online recharge mechanism. Sadly, this hasn't been put in place till now; otherwise, we wouldn't have suffered for the same. The department could tie-up with the existing online recharge websites like rechargeitnow, freecharge, paytm,etc. Or least they could issue recharge coupons and easy recharge options which the customers could readily get in the market till a full-fledged online recharge mechanism of its own is launched.

Lastly, in absence of online recharge facility, the department should have at least facilitated 24x7 helpline number and kept recharge counter open especially during holidays till the online recharge facility is put in place. Had this facility been in place from the beginning, many households would not have bore the brunt of long hour power cuts and a day of anxious wait to get recharged.

This whole scheme has been rolled out without keeping in mind the necessary mechanism and infrastructure associated with it. It has only resulted into additional burden and suffering for the sincere customers. It's like we are made to suffer just in the name of curbing power pilferage and non-payment of bills. We are not supposed to pay for them too, are we?

Lack of holistic approach leading to unsatisfactory services would augment the latent displeasure already widespread among the people. If the power department further delays to address the grievances, the public clamour against the PPEM and AMR will only grow further.
